Technical innovation level marks the comprehensive strength and competitiveness of regional economy. This paper, based on a research review on technical innovation and indexes, establishes an index system to evaluate the technical innovation of Guangdong's 21 prefectures during 2006-2015 by using DPSIR method from driving forces, pressure, status, influence and response. ENTROPY is used to give weights to indexes. TOPSIS gives comprehensive analysis and evaluation through its approaching ideal ranking. The 21 prefectures vary in their capabilities in technical innovation, Guangzhou and Shenzhen are at top. Astringency shows a σ convergence in Pearl River Delta region and western Guangdong, indicating a shrinking technical innovation standard deviation. Eastern, western Guangdong and mountain areas where passed the absolute β convergence test reach a convergence inside regional technical innovation capabilities after controlling economy and governmental input factors.
